This manual consists of three sections:
Section I–Disaster Planning: This section which will assist the administrator and/or executive director in the process of creating an effective disaster preparedness program. It includes a hazard vulnerability analysis tool and addresses how to prepare for a hurricane, extreme hot or cold temperatures, a tornado, blizzard, earthquake, utility failure, flood, and fire safety, as well as how to deal with a bomb threat, how to handle a chemical or pandemic disaster, and workplace violence.
Because of the multiple hurricane disasters that affected senior living facilities in 2017, we have included a section on recovery guidance from FEMA. This topic includes how to assess post-disaster damage and identify your facility’s needs, how to help your residents and staff cope after a disaster, and the necessary infection control practices for environmental safety after a disaster.
Section II–Infection Control: This section explains how infectious diseases are transmitted, the need to properly train your staff for infection control and to identify exposure risk prior to an outbreak, proper hand washing, and when and how to wear gloves.
Housekeeping and regulations for medical waste and disposal are also addressed, as well as bloodborne pathogen standard precautions, flu outbreak, pneumonia, hepatitis, tuberculosis, MRSA, norovirus, shingles and Zika, proper storage of medical waste and sharps, and the importance personal protective equipment. This section will assist the administrator/executive director implement their infection control program and train staff so everyone in the facility is protected. In the downloads portion of this book, you’ll find policies and procedures for infection control which can be adapted to fit the needs of your program and your state’s regulations.
Section III–OSHA Compliance: Along with disaster planning and actions needed to protect your residents, the administrator/executive director is also responsible for making sure their staff have the proper equipment to complete their job. OSHA involves workplace safety and health program guidelines for management, which dovetails with the CDC’s guidelines. This section discusses the employer’s roles and responsibilities to their workers, such as hazard prevention and controls, worksite analysis and safety and health training.
Quality assessment and performance improvement is addressed in our last chapter, and ties everything together by highlighting the ultimate goal of a senior living facility: To provide high quality care for residents. This chapter includes audit tools that can be utilized throughout the year to assist your staff in staying on top of safety and compliance areas of concern in order to increase performance and quality.
